Hey Ivan,
Doesnt sound like a SMAART problem, id check out your processes (hit ctrl+shift+esc) when you first boot up make sure that in the performance tab your machine is idleing somewhere around less than 4% also take notice of what prcesses are running on boot up. When your computer starts to slow down are there any extra processes running that shouldnt? You should be able to end almost anything with your user name next to it except explorer.
You might also want to look for any viruses/trojans, try spybot and adware.
You should also take note of how much ram is being used on boot up and how much is used when your computer slows down.
More than likley its a CPU thing or a RAM thing
