One thing I've recently heard may help with this problem is closing the little USBPre applet in the system tray. I have no idea why but it's an easy enough thing to try. Otherwise, you should probably contact Sound Devices for troubleshooting help since it's actually the USBPre locking up Smaart in this case.
Speaking of which, when Smaart hangs like that, you can get it to shut down by clicking the little X button in the upper right corner of the program window, then pulling the plug on the USBPre. Be sure to click the X button first though, or you will make Smaart really mad.
